{"id":1451,"date":"2021-01-08T10:39:00","date_gmt":"2021-01-08T10:39:00","guid":{"rendered":"https:\/\/www.cookiebot.com\/en\/?p=1451"},"modified":"2026-03-12T08:19:40","modified_gmt":"2026-03-12T08:19:40","slug":"ebiquity-and-cookiebot","status":"publish","type":"post","link":"https:\/\/www.cookiebot.com\/us\/ebiquity-and-cookiebot\/","title":{"rendered":"Third-party cookies phase out"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\" id=\"h-advertising-risks-and-3pmcs\">Advertising risks and 3PMCs<\/h2>\n\n\n\n<p>In the time of a global pandemic, consumers increasingly turn to the internet to do their shopping.<\/p>\n\n\n\n<p>The increase in consumers shopping on the internet presents many opportunities for online advertisers, but also comes with risks of breaking global privacy laws \u2013 and customer trust \u2013 when using third-party marketing cookies in non-compliant and privacy-infringing ways.<\/p>\n\n\n\n<p>Even though <a href=\"\/en\/google-third-party-cookies\/\">Google has announced the end of third-party cookies in Chrome in 2022<\/a>, the final deadline has been pushed back several times, these trackers are still one of the most-used ways of running web-based advertisement today \u2013 and processing personal data from end-users remains vital to making such advertisement successful.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"\/media\/4419\/laptop-scientist.jpg?width=500&amp;height=333\" alt=\"Illustation of a women writing on a clipboard looking at a cookie consent popup on a laptop screen - Cookiebot\" width=\"500\" height=\"333\"\/><figcaption class=\"wp-element-caption\">Ebiquity and Cookiebot CMP found that over 90% of websites use at least one third-party marketing cookie without end-user consent.<\/figcaption><\/figure>\n\n\n\n<p>Data privacy is increasingly becoming <a href=\"https:\/\/www.mckinsey.com\/business-functions\/risk-and-resilience\/our-insights\/the-consumer-data-opportunity-and-the-privacy-imperative\/\" target=\"_blank\" rel=\"noreferrer noopener\">a consumer demand<\/a>&nbsp;and <a href=\"https:\/\/www.cisco.com\/c\/dam\/en_us\/about\/doing_business\/trust-center\/docs\/cisco-cybersecurity-series-2021-cps.pdf?CCID=cc000742&amp;DTID=esootr000875&amp;OID=rptsc027438\" target=\"_blank\" rel=\"noreferrer noopener\">a metric of brand reputation<\/a>&nbsp;with 79%\u202fof consumers saying that\u202fit is a buying factor\u202ffor them,\u202faccording to a 2021 study by Cisco.<\/p>\n\n\n\n<p>That\u2019s why, in the busy holiday season of high user traffic and online marketing, advertisers risk both <strong>heavy fines for non-compliance<\/strong>&nbsp;with global data privacy laws like the <a href=\"\/en\/gdpr\/\">EU\u2019s GDPR<\/a>&nbsp;and <a href=\"\/en\/cpra\/\">California\u2019s CCPA\/CPRA<\/a>&nbsp;that require transparency and end-user control around the use of cookies, and <strong>negative customer relations<\/strong>&nbsp;if users don\u2019t feel that their right to this data privacy is respected.<\/p>\n\n\n\n<p>To shed light on the state of third-party marketing cookies and the difficulties facing media advertisers and end-users alike,&nbsp;<a href=\"https:\/\/www.ebiquity.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ebiquity<\/a>&nbsp;- world leader in media investment analysis \u2013 and&nbsp;Cookiebot CMP&nbsp;teamed up to conduct a joint analysis of the state of third-party marketing cookies today.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-key-findings-from-the-ebiquity-x-cookiebot-cmp-report\">Key findings from the Ebiquity x Cookiebot CMP report<\/h3>\n\n\n\n<p>Here are some of the key findings from the joint analysis. To see the full report, <a href=\"https:\/\/www.ebiquity.com\/news-insights\/viewpoints\/the-current-state-of-3rd-party-marketing-cookies\/\" target=\"_blank\" rel=\"noreferrer noopener\">download it at Ebiquity<\/a>.<\/p>\n\n\n\n<p><strong>51.6% of all cookies scanned were \u201cmarketing cookies\u201d<\/strong> <a href=\"https:\/\/www.ebiquity.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ebiquity<\/a>&nbsp;and&nbsp;Cookiebot CMP&nbsp;scanned a total of 185,600 cookies and found that half were \u201cmarketing cookies\u201d, i.e. trackers used by the domains to serve advertisement to their end-users.<\/p>\n\n\n\n<p><strong>82.4% of all marketing cookies were third-party marketing cookies<\/strong> <a href=\"https:\/\/www.ebiquity.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ebiquity<\/a>&nbsp;and&nbsp;Cookiebot CMP&nbsp;also found that a substantial majority of all marketing cookies scanned on the large ad-funded websites were provided by third parties, e.g. media advertisers and not the websites themselves.<\/p>\n\n\n\n<p><strong>92.6% of all scanned domains placed at least one third-party marketing cookie before the user had given consent <\/strong><a href=\"https:\/\/www.ebiquity.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ebiquity<\/a>&nbsp;and&nbsp;Cookiebot CMP&nbsp;concluded that almost all websites scanned in the joint analysis were non-compliant with global data privacy laws, like the EU\u2019s GDPR, which requires explicit end-user consent to be obtained before any personal data is allowed to be processed.<\/p>\n\n\n\n<p><strong>32.3% of all third-party marketing cookies were placed prior to user consent<\/strong> <a href=\"https:\/\/www.ebiquity.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ebiquity<\/a>&nbsp;and&nbsp;Cookiebot CMP&nbsp;detected that a third of all the cookies most often used by media advertisers to create successful online marketing campaigns were activated without the consent of the end-users, creating risks of high fines for non-compliance and eroding consumer trust.<\/p>\n\n\n\n<p><strong>70.1% of all 3PMCs transfer data to non-EU territories <\/strong><a href=\"https:\/\/www.ebiquity.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ebiquity<\/a>&nbsp;and&nbsp;Cookiebot CMP&nbsp;also found that two thirds of all third-party marketing cookies in use on some of the largest ad-funded domains transfer personal data from end-users out of the EU, e.g. to the US.
