# Cookiebot's Compact Banner: A Smaller Notice, Built for CCPA and U.S. Requirements

The Cookiebot™ compact consent banner shrinks the cookie notice's footprint without cutting any of the choices U.S. visitors expect. “Do Not Sell or Share” controls and GPC signal support stay front and center, alongside the usual accept and reject options and consent timing that helps address CIPA-related litigation risk. Here's what the layout looks like and how to enable it.

## At a Glance

- Cookiebot™ now offers a compact banner layout built for CCPA, CPRA, and other U.S. requirements, including CIPA-related tracking risk.
- The layout keeps the "Do Not Sell or Share My Personal Information" link visible at any size.
- GPC signals are recognized automatically, with no separate setup.
- Accept, reject, and manage preferences stay easy to find and tap on mobile.
- The layout meets WCAG accessibility standards for contrast, text size, and screen readers.
- It's available now to all Cookiebot customers at no extra cost.

Most U.S. state privacy laws, including the [CCPA](https://www.cookiebot.com/us/what-is-ccpa/) and [CPRA](https://www.cookiebot.com/us/cpra/), don't require a cookie banner to block anything before it loads. But they do require a clear, accessible way for consumers to opt out of the sale or sharing of their personal information, at any point, without friction.

Cookiebot's new compact banner was built with exactly that model in mind.

California's [CIPA](https://www.cookiebot.com/us/cipa-california-invasion-of-privacy-act/) is a different animal. It’s a wiretapping statute that exposes site owners and businesses to private lawsuits over technologies like chat widgets, session-replay tools, and certain analytics scripts when they run without consent, rather than a banner requirement in its own right.

A well-timed consent banner, compact or otherwise, is still one of the most direct ways to address that exposure.

The opt-out model puts different demands on a banner's design than an EU-style consent gate does, and it's one reason a smaller footprint doesn't have to mean smaller functionality.

At the same time, Cookiebot™ continues to handle the [GDPR](https://www.cookiebot.com/en/gdpr/)’s opt-in requirements for regulations for EU visitors, with geotargeting so the right audience gets the right consent experience.

## A Smaller Banner, Same Required Disclosures

The compact layout takes up meaningfully less screen space than Cookiebot's standard banner, sitting as a discreet element rather than a full-width bar. For U.S. site owners, the priority was making sure that size reduction didn't touch anything consumers are entitled to see or do.

At the compact size, visitors still get a short, clear disclosure of how their information is collected and used, a visible link to opt out of the sale or sharing of personal information, and accept, reject, and manage preferences, all presented with equal prominence.

## Opt-Out vs. Opt-In: Why the Framework Matters

Unlike the GDPR's opt-in model, most U.S. state privacy laws work on notice and choice. Tracking can generally run by default, but consumers must have a clear, easy way to opt out of the sale or sharing of their data, and businesses must honor that choice once it's made.

That's why the compact banner keeps a few things non-negotiable regardless of size:

- The "Do Not Sell or Share My Personal Information" link remains visible, not buried behind a menu.
- Global Privacy Control (GPC) signals are recognized and honored automatically, with no separate configuration needed.
- Opt-out choices, once made, are respected consistently across future visits.

CIPA sits outside this opt-out framework entirely. It's litigation-driven rather than enforcement-driven, and the relevant question is whether consent was captured before certain tracking technologies loaded in the first place; it’s not about sale or sharing.

A smaller banner can help reduce friction on the page, but it doesn't change what the underlying law requires. The Compact layout is designed to support U.S. compliance obligations at any screen size, not to work around them.

## Accessibility at Every Size

Reducing a banner's footprint always raises the same question: what happens to usability? The Compact layout was built and tested against [WCAG standards](https://usercentrics.com/wcag-accessibility/) to make sure the answer is ‘nothing.’

- Color contrast meets accessibility thresholds even at the smaller size
- Accept, reject, and manage preferences all meet minimum tap target sizes on mobile
- Text stays legible without visitors needing to zoom
- The banner is fully navigable using a screen reader

## How to Turn It On

The Compact layout is available now for all Cookiebot™ customers, including U.S. configurations, at no extra cost and with no plan upgrade required.

- Log in to your Cookiebot™ Admin Interface.
- Go to your domain's banner settings under Configuration.
- Select the Compact Banner Layout.
- If you serve both U.S. and EU visitors, each region's rule set, opt-out or opt-in, continues to apply automatically based on visitor location.

Styling, including colors and fonts, carries over automatically if you've already set up your brand appearance.

## What's Next

More banner customization and placement options are on the way, and we’ve recently launched a consent template purpose-built for [CIPA-related tracking risk](/us/cipa-consent-template/). If your site runs on the Compact layout, we'd be glad to hear how it performs for your traffic.
